\nQuality Management and SE Employeneurship

Bio.
\n<\/strong>Victor Bertolazzo joined TMC in 2022 and is an active member of the TMC\u2019s SE business cell. He has a Mechatronics background with various work experiences in design and development product like clean room equipment, bulk material handling machineries, military ammunitions. He is currently involved in the SKAO project, or Square Kilometer Array Observatory, which is an international initiative to build the world’s largest radio telescope in Australia. Primary activities include systems engineering planning and requirements management. He is also involved in: supporting medical device enterprises to architect innovative design solutions and monitor project risks; helping customers integrate systems engineering best practices in their processes. He is a co-chair member of the INCOSE Risk Management WG regarding SE Vision 2035 related activities and is also one of the trainers for the revised SEPD 2025-2030 program in TMC.<\/p>\n<\/div><\/div>

The Systems Engineering community increasingly recognizesthat organizational culture is a decisive enabler fordelivering on stakeholder promises across the system lifecycle. Quality management and competency development,treated as organizational project\u2011enabling processes, shapehow structures, behaviours, and learning mechanisms sustaina \u201cKeeping the Promise\u201d culture\u2014expressed throughattributes such as zero\u2011defect mindset, executivecredibility, and ethical dependability.A practical alignment emerges when these culturalattributes are cross-mapped with TMC employeneurshippillars, revealing a coherent socio-technical framework forenterprise performance. A long-term working relationshipreinforces lifecycle continuity and accountability,supporting sustained system integrity and consistentstakeholder value delivery. Individual profit sharingaligns incentives with performance outcomes, strengtheningmeasurement, decision-making, and risk-awareness behavioursthat underpin responsible engineering practice.Areas of expertise, called business cells mirror small,high-cohesion system elements within a larger architecture,enabling cross-functional collaboration and knowledge flowwhile preserving traceability and integration acrossdisciplines. This distributed yet coordinated structureenhances system-level emergence by connecting localexpertise with enterprise objectives. YOUniversityrepresents a structured competency management loop, wherecontinuous learning, coaching, and self-driven developmentreinforce both technical leadership and ethical judgment,directly supporting the evolution of system understandingover time.The Entrepreneurial Lab acts as an innovation andexperimentation environment analogous to anenterprise-level analysis and validation space. It enablesiterative exploration, model-based thinking, and earlyverification of concepts, allowing engineers to integratelearning and execution while managing uncertainty andcomplexity. Together, these mechanisms form an ecosystemwhere learning and application are tightly coupled,enabling both individual growth and system evolution.This integrated framework highlights how organizationaldesign, incentives, and development pathways can beco-structured to reinforce systems thinking, collaboration,and responsible decision-making.
