Bio.
\n<\/strong>Bas van der Leeuw is a systems engineering professional with extensive experience in complex, highly regulated system-of-systems environments. He has worked across multiple domains as a system architect, integrator, and MBSE lead. An INCOSE member since 2013, he became a Certified Systems Engineering Professional (CSEP) in 2016. Since joining TNO in 2023, Bas has focused on developing and applying MBSE approaches for the high-tech industry and energy sector, while also researching the challenges of Digital Engineering transformations. His work emphasises the practical value of Systems Engineering: not as a goal in itself, but as an integrating discipline that connects domain experts, project leaders, and decision makers to support balanced decision-making around complex societal and technological challenges.<\/p>\n<\/div><\/div>

Abstract.
\n<\/strong><\/p>\n

Many contemporary challenges manifest at the level of
\nmissions and operations rather than isolated systems.
\nAchieving desired outcomes, such as military effectiveness
\nor the reliable and resilient delivery of energy, depends
\non the collective behavior of multiple, independently
\ngoverned systems. These challenges are shaped by strong
\ninterdependencies, non-linear effects, and evolving
\nstakeholder objectives. As systems become increasingly
\ndigital, interconnected, and software-intensive,
\ntraditional system-centric engineering approaches provide
\nlimited insight into cross-system impacts and emergent
\nbehavior. A structured, mission- or context-oriented
\nperspective is therefore essential to understand, reason
\nabout, and influence outcomes at system-of-systems level.<\/p>\n

In the defense domain, this need is addressed through
\nMission Engineering, which treats the mission as the
\nprimary object of engineering and explicitly links
\nobjectives, operational context, mission threads, and
\nsystem capabilities. In our defense application, this
\napproach is used to analyze the role of the electromagnetic
\nspectrum (EMS) in military operations. Using MBSE, mission
\narchitectures are augmented with EMS-related dependencies
\nto identify where spectrum congestion and vulnerabilities
\nare likely to occur, and to assess their impact on overall
\nmission
\nsuccess. These insights support a more explicit
\nunderstanding of how sensing, communication, and
\nelectromagnetic effects contribute to mission outcomes, and
\ncan be leveraged to mature mission concepts, inform
\noperational planning, and facilitate structured
\ncollaboration with industry.<\/p>\n

In contrast, the energy domain operates in a fundamentally
\ndifferent governance mode. Here, constituent systems
\ncollaborate, and at times compete, to deliver public and
\nprivate services, relying on shared policies, standards,
\nregulations, and mutual agreements rather than centralized
\ncontrol. In this domain, we apply context modelling. While
\nclosely related to Mission Engineering, context modelling
\nemphasizes system interrelations and the effects of
\ninterventions. It supports stakeholders such as asset
\nmanagers and policy makers in anticipating the outcomes of
\ntheir actions, particularly in long-term and complex
\nchallenges such as energy transition.<\/p>\n

Model-Based Systems Engineering (MBSE) provides a common
\ndigital backbone for both
\napproaches. By supporting consistent abstractions, clearly
\ndefined assumptions, and traceability between objectives,
\nsystem behavior, and performance, MBSE enhances analytical
\nrigor and facilitates simulation-based analysis.<\/p>\n

This presentation is a collaboration between TNO Units
\nDefense, Safety & Security (DSS) and ICT, Strategy & Policy
\n(ISP), and introduces the application of Mission
\nEngineering and Context Modelling through real-world
\nexamples in two domains: Defense and Energy. The Defense
\ncase illustrates Mission Engineering in a directed
\nsystem-of-systems environment, focused on mission
\neffectiveness under centralized command. The Energy case
\ndemonstrates context modelling in an acknowledged
\nsystem-of-systems setting, where distributed ownership and
\ngovernance shape both analysis and decision-making for
\ninterventions. By applying a shared MBSE foundation across
\nboth domains, we highlight common principles as well as
