\nand ISO24773<\/h4>\n<\/div><\/div>

Bio.<\/strong><\/p>\n

David Ward joined TMC in 2020. He is an INCOSE ESEP<\/span> and works as a SE Professional and Evangelist<\/span> with over 100+ publications, including 4 book chapters covering topics from Engineering to Luxury Products and more recently, two books on Systems Engineering with Alessandro Pinzauti.\u00a0By trade he is a Mechanical Engineer with a PhD in fluid Mechanics. From 2020-2021 he was the INCOSE AISE vice-president and is currently AISE Director for Training. He is also member of the Certification Advisory Group for INCOSE. In 2019 he set-up the AISE Interest Group for Systems Thinking and Design Thinking. He was also AISE\u2019s PoC for INCOSE\u2019s 2035 Vision and reviewer for INCOSE Handbook V5.0. His recent endeavours include: \u2022 SySTEAM in technical colleges in Italy; \u2022 Ideator and trainer of the TMC SEPD programs; \u2022 SE and SEP certification trainer; \u2022 Author of TMC SE guides and SED talks; \u2022 Ideator of the TMC SE and SEP clinic; \u2022 SE Project work in diverse fields from surgical robots to railways, from systems architecture to SE process tailoring.<\/p>\n<\/div><\/div>

Abstract.<\/strong><\/p>\n

As modern systems increase in complexity, establishing and
\nvalidating the competence of systems engineering (SE) and
\nsoftware engineering (SWE) professionals has become
\nparamount. This paper evaluates the structural relationship
\nbetween the internationally recognized INCOSE Systems
\nEngineering Professional (SEP) certification program and
\nthe ISO\/IEC 24773 multi-part standards series. Anchored by
\nthe conformity assessment framework of ISO\/IEC 17024, the
\nISO\/IEC 24773 series establishes comprehensive requirements
\nfor professional certification schemes.
\nThis study contrasts institutionalized, generalist
\ncertification models (such as INCOSE SEP) against
\ncustomized, in-house programs derived from the 24773
\nframeworks. It examines key factors including
\ncost-effectiveness, domain-specific tailoring,
\nstandardization, and organizational agility. Furthermore,
\nthe paper investigates critical contemporary gaps
\nunderrepresented in current standards, such as the
\nfragmentation of engineering data landscapes,
\nmicro-credentials, and the rapid integration of artificial
\nintelligence (AI), cyber-physical systems, and autonomous
\narchitectures. Ultimately, a strategic roadmap is provided
\nfor organizations determining whether to adopt a globalized
\ncertification paradigm or cultivate proprietary,
