Abstract.<\/strong><\/p>\n

The TenneT 2GW Program represents one of the largest
\nongoing offshore transmission initiatives in Europe,
\ncomprising fourteen high-voltage direct current (HVDC) grid
\nconnection systems, each capable of transmitting 2 GW of
\nrenewable energy from offshore wind farms in the North Sea
\nto consumers in Germany and the Netherlands. To enable a
\nmore efficient delivery of this portfolio, TenneT has
\nintroduced Systems Engineering (SE) practices based on
\nISO\/IEC\/IEEE 15288 with a systems approach and early
\nverification. A systems engineering tool has been set up to
\nsupport this effort.
\nThis presentation examines the program through the
\nperspectives of both employers, TenneT, and con-tractors,
\nHitachi Energy, a major HVDC supplier participating in six
\nof the 2GW projects, systems engineers. The presentation
\ndraws on experiences from mainly four projects over the
\npast three years, spanning tender and design phases.
\nAttention is given to the interaction between TenneT\u2019s
\nprogram-level SE framework set up and the engineering,
\narchitectural, and delivery approaches of Hitachi Ener-gy
\nto meet, support and benefit from this framework.
\nThe presentation explores how SE objectives, structures,
\nand information models established by the employer are
\ninterpreted and implemented within a contractor
\norganization operating its own established engineering
\nprocesses and system architectures. The findings highlight
\nboth opportunities and challenges associated with aligning
\ndiffering architectural viewpoints, re-use requirements and
\ndesign, and introducing early verifications. Benefits
\nobserved include increased reuse of contractual
\nrequirements enabling improved consistency between
\nprojects, enhanced traceability, and opportunities for
\ndesign reuse that contribute to shortened engineering
\ncycles and improved quality in later projects. Challenges
\ninclude organizational changes, recovery and reconstruction
\nof SE data, two different architectural reference systems,
\nand the practical integration of customer-driven SE
\nframeworks with con-tractor-specific ways of working.
\nThe experiences presented provide insights into the ongoing
\nadoption of Systems Engineering within the energy sector
\nand the HVDC industry, emphasizing the importance of
\ngovernance, architecture alignment, data quality, and
\ncollaboration between employer and contractor
\norganizations. The presentation concludes with lessons
\nlearned, recommendations for large-scale infrastructure
\nprograms, and reflections on future developments in the
\napplication of Systems Engineering to complex energy
